The Greenbelt Black History and Culture Committee is hosting a program to commemorate Maryland Emancipation Day featuring Dr. Frank Smith, Director of the African American Civil War Museum, as the guest speaker. Learn about November 1, 1864, a pivotal day in Maryland’s history when a new state constitution freed all those held in bondage within its boundaries.
