Website Redesign RFP Questions and Answers
Intro/Summary
The City of Greenbelt is a unique chartered municipal government located within the Baltimore-Washington region in Prince George’s County, Maryland. Greenbelt is nationally recognized as one of the historic planned communities of President Roosevelt’s New Deal era. In 2017, Greenbelt celebrated the 80th anniversary of the community’s incorporation and community spirit of cooperation and inclusion. The Council-Manager form of government serves an active citizenry of over 24,000 residents. Seven Councilmembers appoint a City Manager who oversees over 225 city employees who provide a variety of services, including city police; social services (individual and family counseling, emergency relief, independent senior living support (geriatric case management, home visits by student nurses), GED and English as a Second Language Tutoring, training for parents and children); recreation including two community centers, an aquatic and fitness center, an arts program, as well as numerous parks, trails, a forest preserve, and Greenbelt Lake; public works; planning; code enforcement, animal control; and an affordable housing apartment building. Greenbelt has earned the Sustainable Maryland designation and has dedicated its staff to environmental stewardship. The City coordinates with the Maryland National Capital Park and Planning Commission (M-NCPPC) as the City does not have zoning authority. This RFP aims to find a partner to redesign our website at www.greenbeltmd.gov. We believe that this project has the potential to significantly improve our ability to communicate our mission, move many daily functions to the web, provide timely information to citizens and companies, and present economic development opportunities. The information provided in this RFP is the minimum we are looking for, and we are open to learning about any new technology or innovative ideas to learning about any new technology or innovative ideas.
Context
Our site was built in 2018 and has been selectively updated since then. The site is outdated in its visual appeal with extremely large images, icons, fonts and, with a significant amount of outdated and extraneous content. The site also lacks the latest technology and functionality, especially when updating older pages or adding new content. Our goal is to implement a new plan to refine our current processes to make things simpler internally and allow for more excellent connectivity, interaction, and citizen/business customer service through our website. Additionally, we would like to allow form submission, payments, job applications, and other online functions to make processes more efficient and provide more streamlined customer service to our citizens, companies, visitors, City Council, and City staff.

This new website should support the following goals:

Project Team
The following project team will partner with the selected consultant to develop and implement the new City of Greenbelt website. The consultant will work through a single point of contact in the City and incorporate the Web Committee's ideas, issues, and concerns.
Chondria Andrews, Public Information Officer
Ms. Andrews will co-manage the internal team and serve as the Project Manager and primary point person for the project. She is responsible for the timeliness and success of this project and will approve critical deliverables and the final website design.

Mr. George will co-manage the internal team and serve as the Principal in Charge and the secondary point person for the project. He is responsible for the review and approval of critical deliverables and the final website design.

Users: Citizens, Businesses, Visitors, City Council and City Staff
The website must serve multiple user types, each with different access permissions and log-in requirements. For example, a visitor or casual user can access the webpage and view all the public page materials without registering or logging in. A business or individual seeking to fill out permit forms will need basic registration. City Council and City Staff will need a secure login to enter a password to access the more restrictive areas of the website.
Citizens and Businesses
The primary function of the City’s website is to provide important, helpful, and interesting information to citizens and businesses. This information needs to be timely and department-specific (trash/leaf schedule, Council meeting dates) as well as fun/recreational (Community Day, Halloween, etc.). We will also want to have permitting, zoning, and other forms available for download and online submission for citizens and businesses.
Visitors and Prospects
Another important function is to provide similarly important, helpful, and interesting information to visitors and prospect companies, but more “outreach” directed at attracting new residents and new companies. Linkages with recreational sites, tourism sites, and others will be important.
City Staff
City staff should be able to log into a secure website area to access the pages pertinent to their area.
City Council
City Council should be able to log into a secured area of the website to upload/access City Council packets, download supplemental materials, and perform other Council-related activities that are not available to the public.

RFP Timeline
The RFP process is slated to take approximately 6-7 weeks, beginning with the issuance of the RFP the first week of October and concluding with the selection of the preferred bidder and resolution by the Council in late October.

Project Timeline/Launch
The new website must be live by June 30, 2025. The City of New Greenbelt’s fiscal year ends June 30, and all work on the website must be completed and invoiced by that date.
Budget
Our budget is $45,000.
While we prefer the most cost-effective solution, we will consider all proposals that fall reasonably within or around this range based on their value.
All invoices for this project must be billed before June 30, 2025.

Evaluation Criteria
Evaluation of proposals will be based on criteria at the Owner’s sole discretion but will broadly be based on the overall best value to the following criteria:

Interview Format (if needed)
Upon reviewing the proposals submitted, the city’s Project Manager may determine a short list of teams for interviews. If interviews are warranted, a short list of firms will be notified, and a schedule of available days/times for in-person interviews will be provided.
