Superconducting Magnetic Levitation Project (SCMAGLEV Project)
Draft Environmental Impact Statement (DEIS)
The Federal Railroad Administration (FRA) is pleased to announce that the Superconducting Magnetic Levitation Project (SCMAGLEV Project) Draft Environmental Impact Statement (DEIS), Draft Section 4(f) Evaluation, and Draft Section 106 Programmatic Agreement (PA) are available for review and comment. The DEIS, Draft Section 4(f) Evaluation and Draft PA may be accessed via the FRA website or the SCMAGLEV Project website. Please note:
- FRA did not identify a preferred alternative in the DEIS to seek the full range of public and agency comments on the alternatives under consideration.
- The Notice of Availability will be published in the Federal Register January 22, 2021.
- FRA extended the comment period for the DEIS to 90-days.
- Comments on the DEIS are due by April 22, 2021.

Virtual Public Hearing:
Due to the ongoing coronavirus disease 2019 (COVID-19) public health emergency, and consistent with the Centers for Disease Control and Prevention’s guidance regarding large events and mass gatherings, FRA will conduct telephonic public hearings for the SCMAGLEV DEIS. The dates of the telephonic public hearings are to be determined but will not be earlier than March 22, at least 60 days after the date of publication of the DEIS. Please visit the SCMAGLEV Project website for details. The public hearing will provide an opportunity for interested parties to provide oral comments on the Draft EIS, Draft 4(f) Evaluation, and Draft PA.

The Federal Railroad Administration (FRA) and the Maryland Department of Transportation (MDOT) are preparing an Environmental Impact Statement (EIS) to study the feasibility and potential impacts of a new high-speed rail system. The system would operate between Washington, DC, and Baltimore, Maryland, with a stop at BWI Marshall Airport. You may provide comments at https://www.bwmaglev.info/index.php/contact-us
